The father of an Australian man sentenced to 20 years for murder in Bulgaria, has called for a broader review of the evidence in his son's case.

The family of a Sydney man jailed for murder in Bulgaria say they are disappointed a court of appeal has refused to review CCTV footage of the incident.
Jock Palfreeman, 23, appeared before the Sofia Appeals Court in Bulgaria to appeal against a 20-year jail sentence for the murder of 20-year-old Bulgarian law student Andrei Monov in December 28, 2007.
Palfreeman has argued he acted in self-defence when he witnessed a group of football fans beating up a Roma man while on holidays from his service with the British army.

The court refused a request to review critical CCTV footage of the incident.
It also refused to review forensic evidence and evidence of Mr Monov's alcohol levels at the time of the incident, Palfreeman's grandfather, Tony Palfreeman, told AAP on Friday.
However, the court granted the defence's request to re-examine witnesses, including police officers and another man who was wounded in the incident.
"In the past they have given very conflicting evidence that has changed completely throughout the whole process, so that is a plus in one sense," Mr Palfreeman said.
"But we are very disappointed our other three requests have been refused, particularly the CCTV footage."
The forensic evidence was also important as it showed Mr Monov died from stab wounds to the side rather than the back as had been heard in court, Mr Palfreeman said.
"The worst thing is the effect on the family," he said.
"The whole thing just drags on and on.
"It's very hard for Jock sitting in jail for the last three years."
Palfreeman's father, Simon, was in Bulgaria for the appeal, which has been adjourned to November 11.

民進黨台中市長參選人蘇嘉全昨天公布治安政策，強調「社區安全、婦女安心」，有決心在當選兩年內全面掌控中市治安情況。他並承諾，當 選後會強烈要求檢察官公布翁奇楠案的錄影帶，當選兩年內會讓台中市民感受到治安的好轉，任何重大案件，三十分鐘內就要通報市長、掌握狀況。 蘇：當選後促檢公布翁案影帶 國民黨台中市長參選人胡志強表示，台中市治安持續在改善，他對改善治安也有適當規劃，台中市今年八月的治安是十五年以來最好的，儘管外界仍有批評，對他來說，壓力是越壓越有力，越有挑戰越要做得更好。 胡志強：中市治安持續在改善 台中市副市長蕭家淇則說，翁奇楠案警方已很努力並破案，要不要公布翁案錄影帶，應「尊重司法」，至於蘇嘉全所提的治安政策「台中市府幾乎都已經在做了」。 蘇嘉全昨指出，根據天下雜誌全國各縣市治安滿意度的調查顯示，台中市的治安滿意度只有廿八．○二％，而根據台中市府自己公布的數據，台中市民對治安的不滿意度也高達六十四．五％，滿意度則只有廿一．八％。 蘇嘉全說，當年他就任內政部長一年之後，人民對治安的滿意度提高了十四．六％，他有決心如果當選台中市長，在兩年內全面掌控治安情況。 蘇嘉全說，他當選台中市長後，第一步就是「全民拚治安」，建立Ｅ化報案平台，民眾網路報案之後可以隨時追蹤案件處理進度以杜絕吃案，他同時要成立一支快速指揮與打擊犯罪的特警隊，對重大案件做立即的處理。 蘇嘉全同時宣布要將社區巡守隊納入警務巡防體系，同時每月補助巡守隊五萬元的勤務事務費，並替警、義消和民防人員，加保五百萬元意外險，同時還要在治安死角增設錄影監視系統，並強化警方的巡邏。 蘇嘉全同時表示，他估算過，大台中目前還缺少四分之一的警力，他上任後要全面充實警勤人力配備，同時增設ＧＰＳ指揮系統，在警車上裝衛星定位器，提高指揮中心整體調度力，以提高見警率，有效打擊犯罪。 他強調，當選台中市長後會成立治安諮詢委員會，敦聘歷屆警政署長、縣市警局長、法界人士及專家學者擔任委員，並親自主持治安會報，要求任何重大案件，必須在三十分鐘內就要通報市長、掌握情況。自由時報1021 遠端監視系統 數位監視系統  監視系統  監視設備  錄影監視系統  cctv  徵信器材  數位監控系統  外遇  監視器螢幕

(中 央社訊息服務20101006 12:05:33)外貿協會營運台灣經貿網，經營績效與網站流量受到國際許多專業展覽肯定，自今(2010)年初開始推動以台灣經貿網中文版Banner 廣告與國際專業展交換攤位，已成功與33項國際專業展交換攤位，亦即台灣經貿網於本年度增加於33項國際專業展曝光的機會。2010年德國埃森安全科技展 (Security Essen 2010)為台灣經貿網今年合作的展覽之一，本展兩年舉辦一次，為全球安全防護產業最重要展覽之一，本屆展覽期間為10月5日至8日為期4天，共有來自 38個國家、1,100家參展廠商，其中外國參展廠商比率自上屆(2008)年之43%成長為47%。

2010年德國埃森安全科技展與第 19屆世界安全與防火論壇(19. world forum for security and fire prevention)同時舉行，展出產品種類包括：CCTV 、數位監控系統、網路監控系統、資訊安全、門禁系統、防盜系統、個人防衛系統、中央警報系統、大樓監控系統、生物識別、入侵警報系統、消防安全、建築防 火、工業安全、道路安全、保險箱、防彈車、驗鈔機、防彈窗戶、門禁柵欄、各項保安系統整合 ... 等 。參展廠商除展示各家的產品及服務項目之外，所有業界龍頭也會各自發表最新的安全技術及安全防護設計，以防範犯罪和火災，買主人數預計將超過40,000 人。

本展共使用12個展，在德國技術防火協會的合作下，防火產品項目的展覽面積比去年多出一倍，首次單獨使用一個展館。另一個展覽重點－企業資訊的安全防護，在4號館展出，參展廠商使用的攤位面積亦比去年大幅增加。

台 灣經貿網位於第9展館攤位140A，提供國際買主尋找台灣供應商和產品之服務，開幕首日除獲得超過50家買主尋找台灣的防火產品和安全防護產品外，並有機 會與以色列SIGMA及法國COGES等展覽主辦單位洽談同樣合作模式，未來台灣經貿網將可在更多國際專業展曝光推廣，為台灣廠商爭取更多商機。

    台中市黑道角頭翁奇楠命案，事後從監視錄影帶中發現，案發當時有市警局交通隊長林啟右、市刑大偵三隊長林文武等多位現職或退休官警在場，經被移送台中地檢署偵查終結，認為一干官警並沒有涉及不法，因此都獲得不起訴處份。

    今年五月份，台中市發生黑道角頭翁奇楠遭到槍殺命案，因事後從案發前後的監視錄影系統中發現，案發時分別有當時擔任市警局交通隊長的林啟 右、市刑大偵三隊長林文武、交通隊小隊長石長興與刑事偵查佐戴志宏等多位官警在場，不僅嚴重涉及到違反警紀案，案發後更被家屬指控「見死不救」引發警界大 震撼，更令不少市議員在議會質詢中抨擊市警局警紀渙散，才會導致治安嚴重惡化﹔全案經被移送台中地檢署偵辦時，檢方又從監視系統中發現還有侯志鵬、黃志明 等十位現職或退休員警，也經常出入案發現場，經由承辦檢察官一一傳訊偵查之後，在二十二號同步偵查終結，襄閱主任檢察官吳祚延表示，並沒有發現一干官警與 關係人有涉及不法的事證，因此都獲得不起訴的處份。

    只不過內政部與警政署在案發後認為，因為有多位官警，經常或涉足到有如灰色地帶的不當場所，波及到當時的台中市警察局長胡木源、督察長粱仁輝以及刑警大隊長張獻元等三位高層警官都被調職下臺﹔一干涉及不當場所的官警也都被記過或是調職進行行政處分。
